| Apologies were received from Councillor Adams. Councillor Tomblin took the chair in her absence. | |
2. | Minutes of Previous Meeting | |
| The Minutes of the meeting held on 22 February 2010 were signed as a correct record of the meeting. | |
3. | Skate Park Several members of the community group who use the skate park had been invited to the meeting. Councillor Tomblin explained that the Borough has S106 monies available for recreational facilities at Chineham. To this end, Chineham Parish Council will be putting forward a proposal to the Borough to double the size of the skate park – this will go to Cabinet in May 2010. The skate park is used for BMX, skateboarding and rollerblading. The users submitted a rough design of their wish list and, after some discussion, Councillor Tomblin asked them to put together a further proposal to include the extra land available. It is hoped that the users and Parish Councillors can meet at the skate park to discuss these proposals prior to the next Borough recreation meeting which is scheduled for 7 April. 4. | Chineham Village Hall Adventure Trail Two representatives of the Chineham Village Hall Committee (CVHC) were in attendance. They outlined their proposal for use of the land behind the Village Hall. This includes a two person wide tarmac running track, a nature trail and an adult life trail with wooden fitness equipment. The CVHC confirmed that the facility would not be limited to members of the Chineham Village Hall but would be available to the whole of the Chineham community. Councillor Tomblin explained that the Parish Council had been exploring the provision of an adult play park/fitness trail but the maintenance costs look prohibitive. It was agreed that the CVHC would project manage the scheme. CVHC will obtain quotations and also apply to Veolia for a grant. They will then submit a proposal to Chineham Parish Council for a further grant. A recommendation will go to the next full Council for allocation, in principle, of S106 monies. | |
5. | Allotments A member of the public was in attendance for this item. | |
5.1. | Allotment Rules/Lease Councillor Tomblin explained that the final draft of the lease is with the solicitors. Once this is signed by both the Borough and the Parish Council, work will start on the allotments. An urgent update on the status of the lease was requested. | Clerk |
5.2. | Allotment Allocation The final draft letter was confirmed at the full Council meeting on 8 March. This will be sent to the first 37 people on the waiting list only. The Recreation Committee agreed that letters will not be sent out to any “reserves” and this recommendation will go to full Council on 12 April. It was agreed that if any plots remained vacant on the night of the allocation meeting, they would be dealt with separately after the meeting. | Asst. Clerk |
6. | Bulbs | |
| Councillor Wright confirmed that bulb ordering should take place in September, with planting in October. Councillor Wright will prepare a bulb planting timetable which will be fully discussed at the April Recreation Committee meeting. Any recommendations will go to the full Council meeting on 10 May with a request for the money at the full Council meeting on 12 July. | Cllr. Wright |
7. | Provision of Exercise/Fitness Stations | |
| Following the positive discussions under item 4 above, it is thought that we may have a potential solution to the provision of an exercise/fitness trail. | |
