MINUTES OF THE MEETING

 

 

The Minutes of the Parish Council meeting held on 12th April 2010 were approved on a proposal by Councillor Biermann, seconded by Councillor Parkin.

EXTERNAL REPORTS

 

 

Borough and County Councillors

 

3.1

County and Borough Councillor Elaine Still

 

 

Cllr. Still had submitted her report to the Clerk prior to the meeting.’ I apologise for my absence tonight but I am attending a public meeting in Old Basing on the bio mass plant. This proposal is causing great concern to the local residents. I would like to thank the Parish Council and their Clerks for all the hard work they have done with regard to the allotments. I am pleased to see their development at last.

 

3.2

Borough Councillor Martin Biermann

 

 

Cllr. Biermann extended his congratulations to Cllr. Paul Miller on his election as ward Councillor for Chineham and commented that Chineham had the second highest voting turnout in the Borough.

He reported that the Borough Council now had a larger conservative majority and that Mrs Heath of Basingstoke Community Party had failed to hold her seat albeit in a different ward. He confirmed that the Mayor issue has still not been resolved and that he had attended his first Incinerator Liaison panel meeting and he found it very interesting and very low key. He commented that he found the manager very helpful and obviously believed in the job he was doing. He also was surprised that the Incinerator had not encountered a breach since it had opened. Cllr. Biermann also explained that he had been approached by the Mott family who had requested that their name be remembered in Chineham with the eventual development on the plot of their former dwelling being named after them, their preferred option being Mott meadows.

 

3.3

Borough Councillor Paul Miller

 

 

Cllr. Miller reported that he will be attending the ’sod turning event’ as a ward Councillor.

Rapid Response Warden

 

 

This month as with others after the schools have gone back after the holidays there has been an increase of crisp chocolate wrappers etc., left on the floor especially at bus stops  at Thornhill Way/Mattock Way and Reading Road. The small walkways around the Four Lanes schools have quite a bit of rubbish in the bushes alongside the paths.

There are small amounts of graffiti through the area but I have not seen anything on a major scale. It’s easy to walk past Graffiti which doesn’t stand out but is there and may have been there for some time

CVHMC

 

 

Cllr Fryer reported that he had attended the recent meeting of the CVMC and there was concern expressed over the Recreation Meeting venue.  It was stated that the booking clerk had requested that the venue be changed from the community room to the committee room which had been met with some dissent.

Cllr Tomblin said there had been some discussion but had been resolved. He said that all meetings other than the ones scheduled and advised should be discussed with the CVH booking Clerk. 

He also reported that June Balcombe, through the Village Hall Forum, had written to the Village Hall reference Emergency planning and their role in an emergency situation. Cllr. Fryer stated that he had mentioned to the committee that this was currently under the remit of the Chineham Parish Council. The CVH  are advising The Forum that the Chineham Parish Council are dealing with this and the emergency planning working party would consult the Village Hall when devising our procedures. The clerk confirmed that the Office would be repainted in the next few months as it is being incorporated with the rest of the Village Hall.

5.3

Cllr. Thornton and Cllr. Parkin declared an interest. Cllr. Tomblin proposed the Parish Council would purchase 1 pack of seeds per Allotment as a gift for each Allotment holder at a total cost of up to £100. This was seconded by Cllr. Adams and agreed unanimously.

The minutes from the planning meeting held on 12h and 26th April 2010 were noted. Cllr. Thornton explained that the planning committee is looking at the SHLAA, any comments will be circulated before any submission.

Cllr. Tomblin explained that the Parish Council had received the resignation of Brian Beckley Rapid Response warden. It was agreed to accept the resignation and write and thank Brian for all his hard work and dedication. It was proposed by Cllr. Tomblin and seconded by Cllr. Biermann that the role be filled although it was requested that the job description be looked into and any additional duties required by the councillors should be submitted to the Clerk.

APPENDIX ACrime Update: by PC Jim Charlton

Lot’s of good news this month. There have been no more thefts from motor vehicles since my last article. As I highlighted last month, this series of crimes is likely to have been perpetrated by criminals from the Thames Valley police area, as the offenders dumped some of the stolen property in the Wokingham area.

Chineham is and always will be a target for travelling criminals due to its wealthy population and geographical location, and therefore you must ensure you don’t drop your guard. Do not leave laptops, I-pods, sat navs and other valuable property in your vehicle overnight.

There have been just two burglaries on the beat this month, both of which occurred on the same night in Avington Way in Sherfield Park. At one address the offenders unscrewed the lock of the shed door and stole a crash helmet, motorbike and tool box. At the other they broke into the shed and stole a bicycle. However, due to a rapid response and effective area search by my colleagues from the Targeted Patrol Team (TPT), the offenders were arrested close to the scene still in possession of the stolen property. One male has already been charged and others are likely to suffer the same fate shortly.

The Designated Public Place Order (DPPO), which came into affect at the end of March, is already proving to be an effective tool in keeping alcohol related anti-social behaviour (ASB) down. There have been a number of alcohol seizures inside the DPPO zone which covers the area of Chineham south of Old Reading Road. Some of these alcohol seizures have been from persons over the age of 18; something that is very difficult to do without the extra powers provided by the DPPO.

As well as providing us with an extra ‘tool’ to deal with people who are involved in alcohol-related ASB, the DPPO is also having a preventative affect by allowing us to seize alcohol from person we believe are likely to cause problems, and by deterring people from coming to the area to drink in the first place.

We will continue to use these powers proportionately and responsibly and are gathering a portfolio of evidence that will be used to show that the DPPO is still necessary when it comes for review in about two years time.

Residents Briefing:

The next briefing will take place on Wednesday 26th May at 20:00 hrs at the village hall. These events are run in partnership with Chineham Neighbourhood Watch and are open to all residents, so please come along.

I have invited a drugs worker from the PRISM Network to come and give a talk aimed at parents with children between the ages of 10-18 years of age. It is hoped this will provide them with useful information on how to educate their children about drugs, and how to identify and deal with drug abuse if it occurs.

I will be giving a talk explaining police powers to stop and search individuals; powers that will be used if we believe someone is in possession of drugs. Every now and then I get a call from a concerned parent demanding to know why I have searched their child. So by explaining our powers I hope to help parents understand why we choose to search someone, but also to show them how we as police officers should go about doing it properly.

If you have any issues affecting you that you wish to discuss with me, then there will be an opportunity to do so at the conclusion of the presentations.

 Anti-social  Behaviour update: by PCSO Keith Patching

This month has seen a mix of reports relating to ASB and criminal damage. It would appear that our village schools are being targeted my mindless acts of graffiti and damage. This is costly with the school having to pay out to have any damage repaired and graffiti cleaned. As such I have been patrolling with my colleague Lee Thurbon Community Safety Patrolling Officers (CSPO) the school grounds during the evenings and weekends stopping anyone found within the grounds. If people do not have a justifiable reason to be there, they will be moved on.

I am still receiving reports that customers are purchasing alcohol for persons under the age of 18 in the area around the Chineham Shopping Centre. As such we have stepped up patrols and are utilising CCTV to identify any persons handing alcohol over. Should you be asked to buy alcohol for someone, don’t be tempted instead report it to the Police on 101 or to the store staff who will alert us. Fines will be issued.

Sadly this month has also seen too many youths being stopped during school hours in public places with no lawful reason for being out of school. Each person I have spoken to has been returned to school and details taken so that letters can be sent home informing the parents. Unauthorised absences from school can lead to action being taken against the parents. If your child is off school for sickness or exclusion they should remain at home with suitable adult supervision during school hours.

The current Acceptable Behaviour Contracts (ABC’s) are ticking along quite nicely. Sadly one lad has continued to breach his 9 pm curfew so this was reviewed and a new curfew time of 7 pm put in place. The Police, CSPO’s, Basingstoke and Deane Borough Council and local housing associations will continue to monitor these individuals and will deal with them robustly
