Adams due to holiday commitments PC Charlton, PCSO Keith Patching and County and Borough Councillor Elaine Still. | | 2. | MINUTES OF THE MEETING | | | The Minutes of the Parish Council meeting held on 8th February 2010 were approved on a proposal by Councillor Biermann, seconded by Councillor Parkin. | | 3. | EXTERNAL REPORTS | | | Borough and County Councillors | | 3.1 | County and Borough Councillor Elaine Still | | | No report was received in time for the meeting | | 3.2 | Borough Councillor Martin Biermann | | | Cllr. Biermann explained that at the last Parish Council meeting he had mentioned that the DPPO had been granted and with the signs up it was now effective. However, there was no sign in upper Stroud Close where there is often anti-social behaviour. He also confirmed that Basingstoke and Deane Borough Council has decided that they would like to purchase the malls; this would obviously be subject to St Modwen selling. He also confirmed that the saga of the Mayoralty continues despite a special meeting being convened to discuss this issue where the indication of the preferred candidate was ‘elected’ this being Cllr. Keith Chapman. However, Cllr. Biermann confirmed that the vote that will decide the new Mayor will be held when the new Councillors take office after the next Borough Councillor elections. It would appear that at the moment there will be two candidates to contest the Mayor election as Cllr. Heath has confirmed his intention to pursue this matter to become Mayor despite the decision that he could continue as Deputy Mayor. Cllr. Biermann explained that apart from in future making the nomination of the election of Mayor different, this debacle has taken up a great deal of time for Borough Councillors and Officers as well as cost to the Council. However, he explained that behind the scenes there had been much constructive work done by the working parties currently working on the LDF and the SHLAA. With regard to the SHLAA the current draft is going back into the ‘melting pot’ and a new timetable is being drawn up. Whilst the SHLAA is not a formal decision of where housing will go, it could strongly affect the decision as to where the possible additional 10,000 houses will be sited which could impact Chineham as one possible site is Razor’s Farm. The LDF is more businesslike with the water cycle study and highways becoming a working draft. | | 3.3 | Borough Councillor Paul Miller | | | Cllr. Miller reported that he had today, 8 March, advised Richard Wareham (BDBC) of the progress towards the finalization of the Lease Agreement between BDBC and the CPC. Cllr. Miller is hopeful that given this encouraging information, as well as his opinion that the CPC requirement to have the flexibility of amending/changing the CPC/Allotment holders agreements and the provision of a current map of the allotments with the BDBC/CPC Lease, should not prevent a start date for the commencement of groundwork on the Allotment site before the Easter break. To this end, Richard Wareham will be alerting his contractors to this possibility. As far as the S106 contributions allocated to CPC recreational facilities are concerned, the 3 Ward councillors have endorsed the Ball Court project as agreed at the last CPC meeting and the provision of monies for the Skate Park extension. He hoped to gain Cabinet approval for these schemes in May. In his communication on this issue, Richard Wareham stated his understanding that “a third scheme (to create a fitness trail) was not supported by CPC”. I explained that while this was technically true for the last meeting, it was the view of the CPC that the concept is very much alive and the CPC will deliver a suggested siting plan for such a facility, together with suggested equipment to BDBC in the near future. The next meeting of the Recreation Committee will hopefully move this conception. | | 3.4 | Police | | | The Police Report is attached as Appendix A | | 3.5 | Rapid Response Warden | | | Nothing major to report this month. I saw the lady who told me about the faulty street light in Cufaude Lane and she asked me to thank the Council for rectifying it so quickly. Another resident who spoke to me a few months ago regarding the lighting along the path that runs through Binfields Woods asked me if a decision had been made by the Council if they were going to put lights in. I explained I had passed her request on but she should contact the Council Offices in Town. In case I meet her again has any decision been made? There has been a small amount of Graffiti on lamp posts around the Simons Close area which I have removed but not aware of any major outbreaks. | | 4. | PUBLIC SESSION | | | There were no members of the public in attendance. | | 5. | FINANCE | | 5.1 | The current situation was noted and is attached as Appendix B. | Clerk | 5.2 | Payment Requests | | | It was proposed by Cllr. 5.3 | Bench | | | Cllr. Tomblin proposed that a bench be purchased in memory of Cllr. Sperring. After much discussion it was agreed that this would be discussed at a later date but that the Council were minded to do something in memory of Councillor Sperring. | | 5.4 | Allotment Rent payable | | | At this point Councillors Parkin and Thornton declared an interest and left the room. Cllr. Tomblin proposed that the rent payable by the Allotment Holders are : Size (Large) - typically 81 - 100 sq.m. / 96 - 120 sq. yds. £80 per annum Size (Medium) - typically 61 - 80 sq.m. / 72 - 96 sq. yds £60 per annum Size (Small) - typically 40 - 60 sq.m. / 48 - 72 sq. yds. £40 per annum Cllr. Biermann seconded this proposal and it was agreed unanimously. | Clerk | 5.5 | Payroll Administration | | | On a proposal from Cllr. Fryer, it was agreed that Chineham Parish Council would continue with the payroll contract with JPL associates. This was seconded by Cllr. Thornton and agreed unanimously. | | 6. | PLANNING | | | The Chineham Parish Council noted the minutes from the planning meetings held on 8th February and 22nd February 2010. Cllr. Thornton raised an issue that it would appear that residents are not aware of the planning conditions the Parish Council must adhere to when discussing an application. It was agreed that the planning criteria be included in a future Chat article. | | 7. | ADMINISTRATION | | 7.1 | Co-option of new Parish Councillor | | | Steve Oakley the prospective candidate gave a short presentation and Councillors asked questions. After a short discussion it was agreed unanimously to Co-opt Steve Oakley to the Chineham Parish Council. | | 7.2 | It was agreed that the Parish Council would man a stall at the Four Lane school fete. Volunteers included Cllr. Biermann, Cllr. Adams, Cllr. Wright, Cllr, Miller and Cllr. Tomblin. | | 8. | RECREATION | | 8.1 | The recreation minutes of 22nd February 2010 were noted | | 8.2 | Cllr. Tomblin presented the allotment selection letter. After a couple of amendments, it was agreed that the letter should be issued once an allotment completion date is received from Basingstoke and Deane Borough Council. APPENDIX A Crime Report Crime has remained low this month; however there have been a number of thefts from vehicles that occurred in the Sherfield Park estate. These were ‘smash & grabs’ type incident that occurred in Fernhill Place and Compton Way, where a laptop, rucksack and other property were stolen. Please do not leave anything valuable in your vehicle overnight or for prolonged periods as it is at risk of being stolen. Thieves will think nothing of smashing a window if they think they will find valuable property, either visible or hidden, inside your vehicle as there is little risk of them being heard or of leaving scenes of crime evidence because the windows are made of safety glass. A tell-tale circular mark on the windscreen would be enough reason for them to break in as most people hide their sat nav’s in the glove box, other cubby hole, or under a chair, rather than take them out. Also, thieves can often tell if lap tops are hidden in vehicles as the Bluetooth or similar wi-fi signal is still emitted even when the computer is switched off, meaning that they can detect their presence with a mobile phone. Therefore you must always take your lap top out of your car. If you leave valuable property in your vehicle, it will be your responsibility if it is stolen. It takes little time and effort to remove these items from your vehicle, so do not give them the opportunities they are looking for! I am appealing for witnesses to an incident that occurred at 20:20 hrs on Friday 13th February. Five people entered the One Stop store in Guinea Court, vaulted over the counter into the till area and stole boxes of cigarettes and confectionery before running off. No-one was threatened but staff were left shaken by the incident. One of the group was wearing a purple hooded top with a large white Adidas logo on the front, baggy grey tracksuit bottoms and black trainers. A second was wearing a green hooded jacket, blue jeans and white trainers. And a third was wearing a pale blue hooded top, dark coloured tracksuit bottoms and grey or black trainers. The others were wearing dark coloured hooded tops, dark coloured tracksuit bottoms and one was carrying a black rucksack. All were wearing scarves to conceal their faces. The first person described entered the shop in the minutes prior to the incident, perhaps scouting the shop in preparation for the crime. If you witnessed the incident, saw the offenders, or have any information that may help please contact me on the details below. Home Security Checks: I have now completed almost one hundred home security checks in Chineham since I came to the beat in 2006. But recently the number of homes I am visiting has dropped off and I am keen to encourage people to take me up on this offer. Although most crime prevention is common-sense, there are many things that home-owners often miss, and it is these things that burglars identify and seek to take advantage of. Anti-social Behaviour update: by PCSO Keith Patching The past month has seen a slight improvement in the weather which has encouraged some of the younger residents to be out and about more in the evenings. ASB has remained low again this month but we did receive a number of calls from concerned residents of Juniper Close with regards to a disturbance in the street in the early hours of a Saturday morning. Reports suggested a number of youths both male and female could be heard shouting and screaming. It would appear that a local lad invited some friends to stay over; word spread and soon some un-invited “gate-crashers” arrived, leading to the disturbance and residents calling Police. I would like to remind all parents that even if your child is staying at a friend’s house over night you are still responsible for them. It is worth checking that there will be suitable adult supervision at the address they intend to stay at. Speak with the parents and swap contact details. Sadly we are still receiving complaints of groups loitering outside the One Stop in Guinea Court. Generally the main concern is that the group are obstructing the entrance to the store by standing under the canopy, sometimes swearing and shouting between themselves. This behaviour is intimidating to others and as such we will continue to patrol the area and engage with the groups to educate them about their actions, Should you son/daughter use this area it is possible that we will stop and talk to them and will send letters home to inform parents of their child(rens) involvement. I have been working closely with the retailers of the Chineham Shopping Centre over the past few months to for a shop watch. But the time you read this the scheme will be up and running and would have had its first meeting. The purpose of the shop watch is to proactively deter crime and disorder with in the centre and to make staff, customers and visitors feel even safer when in Chineham. Should people be caught committing crime or acting in an anti-social manner they could find themselves being arrested and then banned from the centre. The centre will hold regular meetings which will be supported by Hampshire Constabulary. You may also have seen the recent article in the Basingstoke Gazette about the new Community Safety Patrolling Officers launched jointly between Hampshire County Council and Basingstoke and Deane Borough Council. Chineham has been appointed one of the patrolling officers. However Alison is currently on Maternity leave so until her return Chineham will be covered by Lee THUBRON. Lee has been out in Chineham over the past few weeks and her role is similar to mine in that she will work towards reducing anti-social behaviour, reporting graffiti, litter etc and we will work closely over the coming months to raise the profile of both the Safer Neighbourhood Team and the Community Safety Team.
