The Parish Council


Chineham Parish Council logoThe familiar Chineham Parish Council logo was originally created by Tim Lloyd, who was a serving parish councillor at the time of its design.

It features the Herb Paris, a rare plant that is indigenous to Chineham.  The plant was discovered by Simon Hones, who at the time of its discovery was also a parish councillor, as well as local curate.

Chris Tomblin

Chris is a chartered engineer and lives just outside the Chineham boundary with his wife and young daughter.

He has been a member of the Parish Council since January 2000, is currently Chairman and hopes to help the parish council achieve its goals and encourage the people of Chineham to express their views; stand up and be counted!

He has been a fervent campaigner with the Basingstoke Burner Action Campaign, against the imposition of the incinerator on the people of Chineham, and as a parish councillor sits on the Incinerator Liaison Group fighting for the cleanest, most tightly monitored incinerator.

He is presently a member of the following groups and committees:

  • Recreation

Martin Biermann

Martin Biermann has been a resident of Chineham since 1979.

Originally elected to the parish council when Chineham was still part of Old Basing, on being granted 'independence' the 2 Chineham residents on Old Basing Parish Council automatically became Chineham parish councillors.

Since that time Martin has been particularly interested and involved with planning issues and is presently a member of the following groups and committees:

  • Planning
  • Basingstoke Association of Parish and Town Councils   (BAPTC)
  • Four Lanes  Infant SchoolGovernor

In 1994 he was elected as an independent member of the Borough Council

Ginny Wright

Ginny has lived in Chineham since 1997.

Her interests include photography, gardening, and the environment (especially local flora) and she is a member of the local Neighbourhood Watch.  She is committed to recycling and to keeping Chineham a safe and pleasant place in which to live.

Ginny is presently a member of the following groups and committees:

  • Recreation
  • Crime Action Group (CAG)

Leslie Fryer

Les Fryer is a Chineham resident and was first co-opted onto the council in February 2001, then again in May 2007

Now retired (he was company Secretary of a major Trade Association and had worked in the retail trade), he is a Fellow of the Institute of Company Accountantsand a Chartered Secretary.  He has been involved for many years in the voluntary sector and his special interest on the parish council is Finance.

He is presently a member of the following groups and committees:

  • Finance
  • Basingstoke Association of Parish and Town Councils (BAPTC)

Paul Miller

Since leaving the RAF after 25 years as an air traffic controller, Paul has held various jobs in the aviation industry both in the UKand abroad.  He lives in Chineham with his wife, Sandra.

Paul has always taken an interest in his local community, serving as a member of a housing association and president of a non-profit organisation whilst in California, running charity events in the UKand abroad and lecturing on security threats to various community groups.

He is presently a member of the following groups and committees:

  • Recreation
  • Planning committee(Vice-Chairman)

Paul was elected as a Chineham ward Borough Councillor in October 2009.

Steve Oakley

A Chartered Member of the Institute of Logistics and Transport, Steve spent 25 years in the RAF where he was trained as a Logistician, specialising in I.T. Planning and Management Policy creation. After spells in Finance and working for BAE systems in the Middle East Steve retired to Chineham in 2009 for his 30th –and last!- move.

A believer in people being allowed to make their own decisions and very firmly against “big government” Steve is interested in renewables and is keen to see initiatives that reduce the present uneconomical cost of solar energy in particular. Other interests include history, current affairs and literature and any initiatives that help the young plan their own future.

He is presently a member of the following groups and committees:

Ron Parkin

Ron moved to Chineham several years ago, hoping for a slightly slower pace of life on retirement, having served in the Army then working for BT for 35 years.

He was co-opted onto the Parish Council in May 2007.

He is presently a member of the following groups and committees:

  • Governor of Four  Lanes  Infant School

David Thornton

David has lived in Chineham since 1987 and has been a Parish Councillor for over a decade.  He is retired after a scientific career in various defence establishments.  He has an interest in the natural world and environmental issues and as a Tree Warden was a founding member of the Chineham Conservation Group.

David aims to help conserve the ancient woodland, trees and meadow that make Chineham such a pleasant place live.

He is presently a member of the following groups and committees:

  • Parish Council Vice Chairman
  • Planning Committee Chairman
  • Tree Warden

Marian Adams

Marian Adams has lived in Chineham for many years.

She enjoys flower arranging, gardening and travel and works as an advertising standards consultant.  She has been an active member of Neighbourhood Watch for more than 10 years.

She is presently a member of the following groups and committees:

Sally Jackson

Sally Jackson, Clerk Chineham Parish Council

Sally lives in Old Basing & is married with 2 sons.  Her previous employment includes working in the Company Secretarial Departments at Ernst & Young, Chartered Accountants and Wise & Co., Chartered Accountants, as well as at Old Basing & Lychpit Parish Council.
